Russian Standardization Institute (RST)

The Russian Standardization Institute - RST (Российский институт стандартизации, РСТ) is the national organization responsible for developing standards, managing standardization information systems, and supporting the implementation of Russia’s standardization policy under the Federal Agency for Technical Regulation and Metrology - Rosstandart. It was established in its current form in 2021 following the reorganization of the Russian Scientific and Technical Information Center for Standardization, Metrology and Conformity Assessment (Standardinform), originally founded in 2005. The institute continues a tradition of national standardization work that began in 1925, when Russia created its first state standardization body. Its core mission is to strengthen and modernize the national standardization system through scientific, technical, informational, and organizational activities. RST develops and maintains national standards, manages the Federal Information Fund of Standards, conducts expert reviews, verifies translations of international standards, and builds digital infrastructure to support the national standardization framework.
RST is a central part of Russia’s quality infrastructure and works directly under the authority of Rosstandart, also known internationally as GOST R. While Rosstandart defines national standardization policy and oversees the broader regulatory framework, RST’s role is to translate that policy into concrete implementation and operational support. It also contributes to international standardization by participating in joint projects, technical consultations, and committee work with foreign and regional partners. Through these activities, RST facilitates the adoption and integration of international standards into the Russian system and helps maintain the alignment of national standards with global practices.
Beyond its regulatory responsibilities, the Russian Standardization Institute serves as a national knowledge and competence center. It conducts research, provides methodological support to technical committees, and offers expert services to government bodies, businesses, and scientific organizations. The institute develops and operates automated information systems for standardization and manages digital platforms that enable the secure distribution and use of normative documents. RST also supports capacity building by organizing training programs, seminars, and conferences to advance professional expertise and promote innovation in standardization.
